Tanzania Coalition on Debt and Development in collaboration (TCDD) with Global Partnership for Effective Development Co-operation (GPEDC) conducted multi-stakeholder dialogue on CSO effectiveness on 24th November 2022 in Dar es Salaam.
Among the key issues addressed during the dialogue is Effectiveness of CSOs on Development in Tanzania. Despite the cultural, political, social and economic challenges facing CSOs in Tanzania, the intervention made by CSOs is impactful. CSOs have made substantial contribution into social, economic and environmental development (FYDP III, pp.47-49), CSOs are delivering quality social services especially education and health to citizens.
The enabling environment for CSOs is mostly provided by the government in terms of Legal recognition, political will and civic space for dialogue and involvement in decision-making. The enabling environment has not changed in terms of legal and policy frameworks, but there is political will demonstrated by the sixth phase government under President Samia Suluhu Hassan as opposed to the fifth phase government (2015-2021), for example CSOs are now free to meet and discuss their issues without fear and intimidation from the government, the government officials are free to attend to CSOs events- the President was the Guest of Honor during the CSO week in 2021, Prime Minister Hon.Kassim Majaliwa during CSO week in 2022.

Strengthening Parliamentary oversight in Public Debt Management Training 29th August 2021
Strengthening Parliamentary oversight in Public Debt Management Training in Dodoma. The training conducted by Tanzania Coalition on Debt and Development (TCDD) in collaboration with African Forum and Network for Debt and Development (AFRODAD) in 28th  and 29th August 2021.

The role of parliament in the broader public finance management is very critical in deliberating and voting on annual national budgets. Parliament does approve transfer of funds, reviews and approves Audit reports.  Parliament does play important role in fiscal transparency. Fiscal transparency refers to how government raise, spend and manages public resources. Governments need to ensure that there is fiscal transparency in the management of public resources.

Parliament is the principal oversight institution over government action. Pursuant to the doctrine of separation of powers – parliament is the only institution which has sovereign authority to adopt the yearly public budget proposed by the Executive and to exercise oversight over proposed heads of expenditure at Committee stage prior to their adoption by the National Assembly.

The Tanzania Coalition on Debt and Development (TCDD) in collaboration with the African Forum and Network on Debt and Development (AFRODAD) conduct conference Tanzania’s National Debt Management. The conference was held in Dodoma on 26.8.2021 and brought together stakeholders and experts  from the Ministry of Finance and Planning,  Member of Parliaments, members of civil society organizations,  representatives from religious institutions, financial institutions including the World Bank, and the media representatives. The purpose of the conference was to contributing to Pan-African Ideation on public debt – Academic and Research interrogation of debt in Africa from a political, economic, and social drivers’ perspective; and citizen mobilization on public debt linked to strengthened transparency and accountability
